How can I scroll down with Mavericks OSX10.9.4? The right-hand scroll bar is missing.

Using El capitan.. How do you enable the right side bar in the menu pane?
I went to system prefs > Show Scroll bars > Always
this did not do it.. the bottom bar appeared, yet the right side bar has not ??
(right side bar does appear in text edit, MS word & web brouser.. yet not the menus.. ie. when clicking on HD, files, etc)
Where's the right-hand scroll bar (for e-mails, facebook posts) with MavericksOSX10.9.4?
