camera role will not restore to my iPhone when I reset it from the iCloud. Any suggestions?

I had to restore the content of my iPhone 5s to a new iPhone 5s after the original one was lost. The Camera Roll did not restore at all (0 photos) even though the settings say that the camera roll is regularly backed up to iCloud. I've tried to reset it a couple times now using the iCloud restore following the troubleshooting directions on this website but that has not worked. Any experience and fixes for this would be very appreciated!
