First off don't give us your serial no. and imei as there's nothing we can do with it. Keep it private.

As to the lock you are referring to what kind of message are you getting or what do you mean by locked? Locked to what? If its still locked to AT&T only they can unlock it.

Who did you pay a fee to? AT&T does not charge a fee to unlock phones. You might want to check on that.
