If the original owner cannot provide you with that information, then as razmee209 states, it is a paperweight. It cannot be activated. Have the previous owner try logging into iCloud and completing the tasks listed in this support document. If they cannot, if they can remember the Apple ID used for iCloud, they could request to recover the password, log into iCloud and remove the device there. Did you purchase this phone new, or was it used? If used, then it is asking for the iCloud ID of the former owner, and you would need that to complete the activation. Without that, you will not be able to activate the phone.
