I have a MacBook Pro with OS X version 10.94 and using Microsoft Outlook. The 'send' button is not on the front page of the email. I understand I can use a shortcut Command enter (under draft) but I'd rather just use the button as in the past.

From the top of the Mail Screen go to View > Customize Toolbar and drag the Send button onto the email screen.
Another, perhaps more distant possibility is that you have inadvertently hidden the toolbar. See "Show/Hide toolbar", also in the View menu.
If outlook works like a Mac App, you should be able to "customize" the toolbar as already has been mentioned. If they roll their own toolbars, as Microsoft seems to do, you'll have to contact them for help.
