You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
Use the option to directly download to your iPod.
OK, thanks, but most of my music (75%) was not purchased. Is there a way to do that?
Unless you have purchased and set up iTunes Match, no.

Assuming you have run match and all of the tracks in question have been matched or uploaded:
Open the settings app > Music turn on iTunes Match and Show All Music. Once you have completed the iTunes match sync process, you will be able to see and download tracks from iCloud.
Thanks for trying to help James Ward14, but I am dealing with an iPod Touch 4th generation, and "Show All Music" is not available as an option in settings. Also, neither is iTunes match.
What version of iOS are you running?
The SHow All was introduced in iOS 7 which is 5G iPod only.
Regarding iTunes Match, that is a paid service. Did you pay for it?
I paid for it. When I go to my iPhone 4/Settings/iTunes & App Store - the "switch" for iTunes match is green. I would assume that if I hadn't paid for iTunes Match then I would not be able to switch it on.
However, is match available on the iPod Touch 4th Generation?

iTunes Match requires iOS 5.0.1 or later on iPhone 3GS or later, iPod touch (3rd generation or later), iPad, or iPad mini, or a Mac or PC with iTunes 10.5.1 or later. Limit 25,000 songs. iTunes purchases do not count against limit. Access to some services is limited to 10 devices.
