For either one make sure the App is not hidden in a folder or in another screen.
For the Apple Store App if its not in another screen or folder, open the App Store App and download it from the Purchased tab.
For the App store App make sure its not restricted under Settings->General->Restrictions->Installing Apps
For both you can use the Spotlight search by swiping down from the middle of the screen to bring up the search bar, and type the name of the App. If its in a folder it will tell you which one.

Jul 29, 2014 8:42 PM in response to jefriyefri19by Ralph9430,The Apple Store app is not a default app. If you had it previously and it is no longer on your iPad you can use the App Store app to download the Apple Store app again.
