You have no real options if Find my iPhone wasn't enabled. You can report the IMEI to your carrier or the carrier you used in Spain (if it was different) and that will block the phone with that carrier and a few others, but that won't get your phone back.

You would have reported it to the local police where it was stolen.

At this point all you can do is alert your carrier and change your passwords
