ive tried connecting to itunes, restarting, taking out the sim card and using two other sim cards but when i connect to itunes i keep getting " there is no sim card installed in the iphone you are attempting to activate"

If it says that there is no SIM card installed the phone has a hardware problem. Return it. If the message is that the SIM is not for a supported carrier this means the phone is locked to a different carrier. You should also return it.
Try turning off the iPhone and then hold down th home button as soon as you plug it in to the computer. reset it and try it again.
ive tried that. it almost looks like its stuck in dfu mode but when i click the little icon the imei and iccid are unknown
Either the logic board has failed or an attempt was made to hack the firmware and that hack failed.

No, there is nothing that will remedy the situation. That iPhone is not repairable.
do you think it has anything to do with the baseband, im thinking now that they tried to jail break it or something

That could very well be, or something similar. Can you not return it for a refund? To answer my own question my guess is the answer is "no" since the seller likely knew it was broken.
the seller doesnt accept returns...
