iTunes library shows 1,651, iPhoneS 1,669, iPad2 iTunes match 4,000+. Why the discrepancy? Why does iPad not have songs on it like iPhone rather than just iTunes match? I have updated software and synced both devices.

It all depends on how you synced. I do know that if you turn on iTunes Match afterwards, it will remove all music and then show everything in iTunes Match. Also if you have in Settings > Music and Show All Music is toggled on, that it will show everything including content that has been downloaded to your devices.
