If the iPhone is locked to AT&T, you must contact AT&T to see
if you qualify for unlocking.

Try using the sim from a friend's iPhone to see if there is a problem
with the sim.
Did you recently update the iOS version on that iPhone or restore it?
Which version of Cydia do you have? The one with the orange icon? If
not orange, which color?
yes i tested another sim they didnt work

No one but the provider blacklisting the iPhone has that information. There is no
public database of blacklisted iPhones.
