What is the exact wording of the error message?
If the iPhone is locked to AT&T, you must contact AT&T to see
if you qualify for unlocking.

i dont have stable signal and it skips frequently
and when i want to activate phone it says device unknown!
how can i contact Att ? do you have email or some thing like this.?

Try using the sim from a friend's iPhone to see if there is a problem
with the sim.
Did you recently update the iOS version on that iPhone or restore it?
Which version of Cydia do you have? The one with the orange icon? If
not orange, which color?

i restore and update my phone after this error but it didnt work!

public database of blacklisted iPhones.
What makes you think your iPhone is blacklisted?

In particular -
If you receive an alert message when you try to activate your iPhone, place the iPhone in recovery mode and perform a restore. If you still can't complete the setup assistant due to an activation error, contact Apple for assistance.
