You cannot. A device running iOS 7 cannot be activated without the Apple ID password used to set up Find my iPhone. If you don't remember what the Apple ID was (assuming it was yours), see:

Apple cannot help you. You need the AppleID and passcode of the person

to whom the iPhone is locked. There is no workaround for Activation Lock.

Look for the person you bought it from.

That means that it is not a new phone, and it is still locked to the previous owner. ONLY the previous owner can unlock it. If you can not contact the previous owner the phone will never work. Return it for a refund. See: Find My iPhone Activation Lock - Apple Support

Yes. Chris CA told you what that means. Your phone is still controlled by the previous owner. You will never be able to use it. Return it. Most likely it is a stolen phone.

You can call the phone number on the screen and talk to the previous owner.

It's no good your keeping on asking the same question: you've been told several times what to do.

Ring the number showing in your screenshot. Only the person who set up the lock can unlock it. We cannot help you: Apple cannot unlock it. If you cannot get them to unlock it for you then the phone is completely and permanently useless. If the person who sold it to you stole the phone in the first place no blame attaches to you, but you are landed with a useless phone as obviously even if you can contact them they can't unlock it.

Probably the person or business you bought it from stole it. Or they bought it from the person who stole it. That is not important. What is important is that you can never use the phone unless the previous owner turns off Activation Lock. The phone number of the previous owner is on the screen, so call them.

This presumably means that the person who sold it to you is not the original owner and either found or stole it. So he had no right to sell it to you, and I'm afraid you have no right to keep it (it will never work anyway). If you can contact the original owner who lost it you should return it to them.

You can speak to Apple about this; but they will not do anything. Activation Lock is theft protection. They will not remove that protection. You have a way of contacting the previous owner. Either do that or return the phone. You can never use it.

to contact the person who initiated the Activation Lock. Return the iPhone for a
