Q: Why won't my nonifacation scroll down?

It sounds like there is an issue swiping down on your iPhone to see Notification Center. If the issue occurs when the iPhone is on the locked screen, make sure it's enabled as shown in the first article linked below.

You can enable and disable access to Control Center from the Lock screen or apps in Settings > Control Center.
If that isn't the issue, try restarting or restoring the iPhone.
