icloud photo stream

i am trying to share my photo stream, so i upload the photos and type the names of the people who i want to see the pictures. but they do not get a invitation or anything. i then found something on line that told me to click the toggle public website so i did. but it just said publishing but now it doesn't even say that it just has the green toggle like its on and then it just goes off. please help. also i think i have got ios 7.
