ipod nano, win 8, ipod detected but not identified properly. Shows in usb as I can reject iPod. shows as connected on iPod screen. Cannot download ITunes

I can't download the latest iTunes either (after deleting my 11.3 version) - Windows 8.1, iPod nano 7th. I got rid of all the Apple background programs.
