How To restore Deleted Contacts In icloud?

Good Day Sir/Maam,

I would like to know if there's another way to retrieve my contacts? after I accidentally deleted my Contacts in my icloud, I tried to restored it using iPod Touch 5th gen and iPhone 4 hopping to restore all my contacts but it seems nothing's left in my icloud(especifically Contacts) I don't have also back-up in my Itunes. I hope to get response. My both devices are running iOS 7.1.2

It is true that we can restore deleted iPhone 4s contacts with iPhone Data Recovery.

We can retrieve lost contacts directly from your iPhone 4s.

And here are tips to restore contacts from iCloud:

Step 1 Connect your iPhone to Computer and Choose your Device

Step 2 Select the Recovery Mode

Step 3 Check and Recover Lost Contacts

Now deleting or losing a contact doesn't mean it is gone forever.

But I suggest you to have a backup in iTunes or iClound.

In other way, you can have a try to restore contacts from iCloud, and you can get more information here.
