Welcome to Apple Support Communities.
It sounds like you were able to setup syncing with Outlook in the past, but the syncing stopped unexpectedly. The article linked below has a lot of great tips that should help you resolve the calendar syncing issue.

The iCloud Outlook addin is in the list of DISABLED APPLICATION ADD-INS. The message I see is: Add-in was disabled by user after a data Execution Prevention failure.
However, when I go to change it in the COM add-ins box (it's at the top and unchecked) it will not execute; I check the box but nothing happens. The LOCATION is shown and under that it says LOAD BEHAVIOR: unloaded
Any further help would be appreciated; thanks
