When exporting a numbers multi page spread sheet to pdf it is fitting to a single page thats un readable when printed

Try Printing to PDF rather than exporting. In the Print menu, the PDF options are in the lower left corner after you hit the Print button in Numbers.

Assuming 3.2 (the newer version):

when you print (using the menu item "File > Print...") use the content scale controls in the print dialog

That function is not a Numbers function, it is a system function. All apps have access to it. Perhaps you have not hit the Print button yet and are still in Print Preview.
