I agree, this should be possible ON THE IPHONE/ TABLET...
For example, to insert a page to the right; Long / force press the (right) edge of the page / screen of your device with your right thumb that you want to insert a blank page. While continuing to force press the right side of the screen, swipe the screen to the left. Maybe use 2 finger to prevent accidental page inserts. Anyway Apple geniuses, ‘bout time you figured this one out.

And now with IOS 11 there is no app page in iTunes anymore - how to insert a blank page for apps on device?
you can fiddle around and move the apps to a blank page at the end, but this is a pain.
Use iTunes. Go to the apps tab on the sidebar once you are viewing your phone. On the right-hand side you can see the home screens on your iPad. Click the + to create a new screen, and then drag it to where you want. This will allow you a new page to drag apps to, either using iTunes or the iPad. You must sync to make us take effect. Since Apple says that only the first page can be entirely blank, I'm not sure what will happen if you try to leave it blank.
Why cannot I do this just on my phone? It used to be possible without iTunes. Rearranging screens was part of the phone settings, but then it suddenly went away...
This was the answer needed. You correctly stated not just how to create a new home screen but actually explained how to then move a complete homescreen to the position required amoungst the other home screens by use of iTunes sync. Much appreciated.
You cannot. A new home screen cannot be blank, it needs to have at least one app on it.
To do that, tap and hold on an app icon until they start to jiggle. Then drag the icon to the edge of the screen and wait a second, you'll be taken to a new home screen, where you can let go of the app.
Just move all of your apps to another page & if you have more than 2 then make another one. The front one should be blank. I would reccomend to move all your apps to a folder so it's easier to move all your apps to a page. I hope this was helpful. 🙂
