Camera light wont turn off on macbook

I turned my laptop on this morning and the glowing green light next to the built in camera was on. There are no applications or websites that use a camera open. I restarted it but the light is still on. How do I turn it off and why might it be on?

MacBook, Mac OS X (10.6.8)

Click your Apple  top left in your screen.

From the drop down menu click Shut Down. (Do not click Restart)

Wait about ten seconds then startup your Mac as you normally would be pressing the power button.

Then see if the camera light is still on.

Thank you!!! When I went to the directions for resetting the SMC, I saw the troubleshooting suggestions so I did that first. The very first one to force quit showed that possibly Photo Booth was using the camera. So I did a force quit and voila! Camera light is now off!!
