I Tunes doesnt see my device

Hi, hopefully someone can help and advise, I have an I-Pad 4 and also an I-Pod and when I connect both to I -Tunes, I-tunes doesn't see either device. I have un-installed I-Tunes and re-installed and the problem still exists, hopefully someone can provide a solution. I have a Sony lap-top using windows 8.1
