This is the process for unlocking an iPhone:iPhone: About unlocking  This can only be done by the carrier the iPhone is locked to.  Are you dealing the the carrier, O2 Tesco?  Apple does not unlock iPhones.

This a user to user forum .Apple do not read or respond here

The only way for that iPhone to work is to ask Tesco to unlock it

They will not do that if the iPhone is Pakistan and you are not an active customer on their network

No-one other than Tesco, the carrier who locked the iPhone , can unlock it

Anyone else claiming they can is a scam to take your money

You have an iBrick ,send it back to your brother
