Aug 9, 2014 2:41 PM in response to jesusloraby Demo,I Don't think this will help, but it can't get worse. Since the iPad is not usable like it is. Reset the iPad and see if the restore completes.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Sep 19, 2014 2:58 AM in response to Demoby Craziness1978,i have the exact same problem which started when updating to ios8. The progress bar under Apple logo got stuck. I waited several hours, then restored the iPhone. However, during restoring process it got stuck with progress bar under Apple logo again. I have been waiting for 2 hours now and no progress. Do i need to restore again? Wouldn't the same thing happen again because i was in the restore process anyway? Can this be related to my backup data? Could that be corrupted? Please help.

Sep 19, 2014 3:47 AM in response to Craziness1978by Demo,I don't think that your backup comes into play until the software has been restored. Restoring the backup would be one of the last things that you do and since restoring the iPad erases it, that data would not be on the device.
DId you disable your firewall and antivirus software? Are you using recovery mode?

Sep 19, 2014 3:57 AM in response to Demoby Craziness1978,Thank you for your reply. Both my iPad Mini Retina and iPhone 5s were struck at the apple logo screen with status bar. Even though I reset the phone several times, it got stuck at the same status each time. Then I tried to restore both of them from iCloud. During this restore process, both of them got stuck at the apple logo screen again. After waiting several hours, I rebooted both of them. Now both of them passed through the apple logo and are on. Thank you.
