you can keep your US-account and make a new for Thailand, so can login in the 'iTunes Store' in either of your accounts.

apple_power To change iTunes/App Store countries you first have to zero out any iTunes gift card balance in your account. The original poster knows that and wants their balance zeroed out. In the future be be more careful post replies.
