Q: iPhone Unlock Problems

I am having a difficult time unlocking my 5s. I recently moved from the US to the UK and had to cancel my AT&T contract. As part of the process, AT&T unlocked my 5s and my wife's 5s. I received an email confirming this shortly after finishing my conversation with AT&T. The email said 1) wait 24 hours 2) make sure there is a SIM in the phone (note: not what kind of SIM) 3) backup and restore the iPhone. I did this but am now getting a "SIM not Valid" error. I tried multiple times with my wife's 5s and the AT&T SIM. I never get the "congrats" message and only get the "SIM not Valid" error when I sway to the Vodaphone SIM. I have tried the Vodaphone SIM, but can't because iTunes and the phone essentially shut me out of a restore when that error message is present. I have even tried putting the 5s into recovery mode for the restore with the Vodaphone SIM to no avail.

I finally gave up on my wife's phone and tried my own. Instead of following the directions AT&T provided, I stuck the Vodaphone SIM (same one I have been using in my wife's) in right away and.... bam, no problems. My 5s is now full up Vodaphone. Now, back to my wife's with the other SIM. Still nothing. I have confirmed with AT&T that the phone has been unlocked (likely confirmed by the fact that my 5s is unlocked).

Anyone have any idea what is going on? Apple's directions for unlocking say to do what I did with my phone. They say to use AT&T's directions if you don't have a SIM. Any help would be greatly appreciate. I am running the latest version of iOS, Mac OS X, and iTunes on a MacBook Pro. Thanks.
