My Canadian phone won't make calls or receive calls in the US

I have a iPhone 5s on Telus network. I am currently on a trip to the US from Canada and the first night my phone was working fine making calls and texts. I bought a roaming package so I could still use my phone. Now today I am not able to make or receive calls or texts, however I do get data. I have my phone set up with the reception in dBm and it usually says I have good reception, but when I switch it to show reception in bars it says I have nothing. Anyone had this issue before? I reset my network settings, turned it on and off again, took the sim card out and put it back in, and then finally fully restored the phone and still nothing.

Could this be an issue with my phone or is it most likely the network? It has come up with multiple different US carriers along the way and still had nothing. I've been on AT&T, T mobile, and a few others. The thing I find weird is I still have access to data, my internet and maps and gps all work fine, it's just calls and texts that don't work.
