My friend can't make a purchase without a Credit Card.

My friend just made an Apple ID. He tried to purchase a Free App. It asked for the Payment Method. He can't find “None” whole choosing a method. My Account can choose “None”. I made mine two years ago. I have two friends who's stuck on the Method. Why? The article in apple support says it's possible to make without a credit card.
