Cant download HD movies on computer but can on ipad

When I attempt to download a HD movie on iTunes (using Windows 7) it tells me that my computer is not HDCP compatible. While I am certain my computer is, it will not let me download the movie. However I can download the movie on my iPad (iPad mini - non retina) which shouldn't be compatible as it has not got a 1920x1080 display.

Is this just Apple trying to 'keep everything Apple' or is there something I am not seeing?

Nvidia GeForce GTX 660 TI OC

16GB 1600MHz DDR3

256GB HDD


Display:

Acer s275hlbmii


iTunes 11.3.0.54

using HDMI cable

High-bandwidth Digital Content Protection (HDCP) is a security feature requiring the use of HDCP certified products in order to display digital media like High-defintion (HD) video. In iTunes for Windows, in order to view HD content, both the display hardware (computer screen, LCD, external monitor, and so on) and video card driver must support HDCP.
