    Try triple tapping the Home button

    If not then the following commands apply while VoiceOver is activated:

    Tap once = Select item

    Double-tap = Activate selected item

    Three Finger Swipe = Scroll

     

    So three finger swipe to unlock the screen then tap Settings > Double-tap Settings > Tap General > Double-tap General > Tap Accessibility > Double-tap Accessibility > Tap VoiceOver > Double-tap VoiceOver > Tap VoiceOver toggle > Double-tap VoiceOver toggle
