I get charged more for apps than the displayed price

I would like to understand how the App store charged depending on region. What bugs me, is that i pay 0.89 Euros for an app (or at least that's what the app store says i'm paying) but i end up paying between 2 and 4 euros.
I'm from Romania so probably some taxes apply but still, paying twice or 3 times as much for an app listed as 0.89 cents is a bit absurd. And it's not even consistent. I bought 2 apps both of which were listed as 0.89. I paid 18 RON or 4 Euros the first time and 9 RON or 2 Euros the second time. These were single apps, not double purchases or anything so besides the fact that I get charged more than 89 cents, it also seems i get charged random amounts.
I'm not bothered by the fact that the app might be 2 euros in my region rather than 89 cents. But I want to know why I get charged more without being notified? Why doesn't the app store say that app "x" costs "amount" in my region. There's not even anything to be found in my purchase history after I buy the app. It just says "Payment Card Total 0.89 Euros" which obviously doesn't fit with what my bank says I'm being charged.
So anyway, does anyone have any idea what could cause this prices difference. Is there a table of taxes that apply for each country somewhere or any other reason why I get charged several times more than I should?
