Cannot complete downgrade of icloud account.

I have tried numerous times to downgrade my icloud account. Here are the steps I tried:

1) settings >icloud>>storage and backup>>change storage plan>downgrade options.. Next screen shows 10 GB current plan expiring 9/20/14. and shows I currently use 2GB. I selected Free 5B and then Done.

2) A screen appeared notifying that if you use more than 5GB, you should upgrade or free up space before anniversary date. Choices are Cancel or Downgrade.

Selecting Downgrade and then done took me to the notification screen again. did it again and again. No downgrade happened.

I went back to the beginning, and now I have only been able to get through a portion of step 1 above, and unable to move to step 2 because Done is grayed out. So frustrating. Glad I started this process a month early, but hope it won't take that long to finalize the downgrade. Thanks in advance for the help.
