In most cases, somewhere along the dock, usually near the trashcan, there's a line running through the dock. Right click it and select, Turn Magnification Off.
P.S. To right-click on a trackpad, click with two fingers. (If you're using a mouse, you can disregard this part.)

Control-click the Dock's divider line and turn off magnification, or open the Dock pane of System Preferences and turn it off there.
