I can't download Skype for iPad

Whenever I try to download Skype for I iPad this message appears:

"You have already purchased this app. It will start downloading without any further payment." (Translation to English)

I downloaded Skype before for my iPhone. Now there is this little iCloud symbol next to the app. I press it, the message above appears but it doesn't download. I restarted my iPad But it didn't help.


Please inform me about any further solutions.

iPad (3rd gen) Wi-Fi, iOS 7.1.1
