Lately i have purchased a 2$ app from itunes, but for some reasons it wasnt paid, can i pay with a itunes redeem cars?

iPhone 4, iOS 7.1.2

Redeem it normally. The amount you owe will be deducted from the balance.

You either need to pay the debt or ask the iTunes Store staff to discharge it. Use the link I posted above.
