app store not accept my debit card why

Is the debit card issued to you by a local bank to use in conjunction with an account which you have in that bank?

Is this a card that you bought from a local convenience store?

Apple does not accept the second type of card.

This is an account issue , which is you need to contact Apple Support Hotline to ask regarding about your account . I have seen others user can use their debit card to purchase apps in apps store .
