my iphone is blocked

What is your mean " Block " ? Its request apple id and password to activate ? if it request like that , its mean you need to key in your apple id and your password ( if you are the original owner , u know the apple id and password ) . if you bought the phone from your friend , ask your friend to remove the apple id form www.icloud.com . if your friend also dont know about it , please visit the nearest Apple Authorised Service Provider with bring the original purchased receipt to unlock it .

I was replaced my iPhone from apple store in California, And now my iPhone is blocked after restore it to the factory setting, Now I get message mean that the operator is not signed with apple and now I'm in Saudi Arabia and the operator is Mobily. What I can do to solve this problem?

Because the phone was locked to a US carrier. Only the carrier can unlock it. Contact the carrier to see if you qualify for the unlock.
