I restored my iphone 4 and cannot acces past the wifi part of the start, also hooking it up to my computer it says unable to continue you activation

I restored my iphone and now when I hook it up to itunes I get "cannot continue activation at this time , please try again later." Also will get on the phone itself and will allow me to pick my country and language ,then wifi..after that activation error shows up. It's mt daughters phone and was upgrated so her sims is in her new phone ..is that the problem?
