Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.) No data/files will be erased. http://support.apple.com/kb/ht1430
This works for some users. Not sure why.
Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year.Then see if you can connect to the store.
MMy wifi connection is good, but I rebooted it any way. If I try to go to iTunes Store by my app, I just get, cannot connect to iTunes store. If I go from the itunes support page, I get must sign in to se purchase history, then log in box comes up and I enter password, then get cannot connect to iTunes Store . I am running iOS 7.1.2. I changed the time, I turned airplane mode on and off, changed DNS settings twice, once for 22.214.171.124, and 126.96.36.199, did cold reboot and soft reboot. I did all of this numerous times. I'm so frustrated.....
