The security questions in my apple id have been changed and the email to verify them with. Who do I contact to fix this?

If you can't get them reset yourself via your rescue email address then you will have to contact Support in your country to get the questions reset.

When they've been reset you can then use the steps on this page to view and/or change your rescue email address for potential future use : http://support.apple.com/kb/HT5620
