I have an iTunes library which is almost entirely stored in iCloud, so almost none of my files are stored locally on my Mac's drive. Is it possible to sync these files to my iPod as I normally would via iTunes, even if they are not local?

When syncing through iTunes the content must be in your iTunes Library to be put onto your iPod. The following article goes into how to use iTunes Match on your iOS device:
