i couldn't find my photos on icloud.com although I have "photostreaming" enabled on my device

Needs to be on Wi-Fi and only for your iPhone Camera Roll's photos after it was switched on before hand.
Its on in my iphone, i backed up icloud and wifi is on all times. But still no photo icon on icloud.com
iCloud backup has nothing to do with Photo Streaming.
Photos in iCloud cannot be view. There's no icon in iCloud for Photos.
iCloud Backup will only backed up your camera roll, not photos from computer.

Photos cannot be viewed on iCloud.
On a Mac, you view iCloud photos in iPhoto. On a PC, they should be in a subfolder of Pictures, but you'll have to set that up with iCloud Control Panel first: http://icloud.com/icloudcontrolpanel. On an iOS devices, they're in the Photo Stream tab of the Photos app. They're not on iCloud.com.
