iPad IOS 7 Maps Voice only says first step

Using the iPad Maps application, when starting the trip, maps Voice only states the first step in the trip.

It does not do turn by turn, as the trip progresses, it remains silent after the first instruction.

Any suggestions as to why and what I can do to make it do turn-by-turn?

IOS 7.1.2

All apps up to date

Navigation Voice Volume (in Maps) is Loud

Airplane mode is off

Siri enabled

Have a SIM installed on a 1GB mobile Plan.

Cellular data is enabled, both 3G and 4G, the carrier shows and is set at Auto

Maps is enabled in Cellular Data

Wifi is enabled, but that seems pretty pointless when driving down the road when I have a Data SIM installed.
