I can find the desired 4 files in a ™ backup a week old. I select the four files in the Finder for that backup and click Restore in the lower right. Time machine fades back out, the same 4 files are still in the Finder window, but when I do a search for the files they are not to be found.

So the problem is not that you can't restore the files, but that they don't show in a Spotlight search. Is that it?
Well, I'm not sure. Time Machine looks like it is restoring (not sure what it should look like) as it backs out and returns to desktop with a Finder window open, but the files are gone by then.
When those four files still existed a week ago, they were in some location, whether the desktop or some file folder. If you are now in that location before you "Enter Time Machine," the files will appear when you go back far enough in TM. When you select them and click Restore, the files should be restored to that location as TM fades away. Is that how you've been reaching and recovering the files in TM?
That did it! I did not know I had to be in correct folder before starting TM. Seems a bit convoluted, but oh well...
