I'm trying to rotate a pie chart to have the pie slice on a different part of the circle, but the old rotate options that were in previous versions of Keynote aren't there anymore?

You can only tilt 3D charts, not truly rotate, and I want to do it with 2D chart.
Click on the pie chart
Inspector > Format > Wedges > Rotation Angle
use the disc, entry box or up/down arrows to rotate
The inspector is the side panel on the right.
