Yes, this is really a deal breaker for me as you say ... I'm forced to write three times slower than I did on Windows 8, that's horrible (I used to type about 110 words/min).I'm going to return my Mac and I think I'm going to buy an Asus laptop instead ...
What a shame that Apple does not do anything for this to be configured, I have read other forums and I see that I'm not the only one complaining about that ...
How to lose customers so stupidly ...

to the apple store they said it can't be changed its hardwired but she was cleay stupid because I found a way that works that shows its software .
GO to keyboard settings in preferences and hit modifier keys. Them in your keyboard select no action for caps lock. hit ok. Then wait 3 sec. The caps lock should do nothing. Then turn it back on it will stop the annoying delay.
sounds dumb I know but it works.

My issue was that the Caps Lock didn't work at all. But this resolved it.
