Mail: Decrease quote level does not work as keyboard shortcut

command-option-apostrophe does not work in Apple Mail for me (Mail 7.3, OS 10.9.3). This is the keyboard shortcut used to decrease the quote level of a quoted line in a Mail message. In other words this is the keyboard shortcut for the menu item:


Format --> Quote Level --> Decrease


It hasn't worked for me since at least 10.8. Are others having this problem or do I need to dig more deeply through system extensions, looking for some kin of conflict?

You may want to see if the keyboard shortcut you mention - command-option-single quote for decrease quote level - which is correct according to this article -

Test to see if this functions correctly in Safe Mode.

If the shortcut functions as it should in Safe Mode, there may be a startup item or extension that is causing the issue. If not, reply with a description and we will keep working on it.
