Turn off Data

I have an iPhone 5c. I've never had a problem with this before, but now when I manually turn off data for my apps, for some reason Facebook, Shazaam, and Youtube turn right back on. How do I fix that?

It may help to force close the offending applications, then restart your iPhone.

If the issue persists, you may need to restore the device.
