If you have difficulties with Game Center, use the steps in this article to troubleshoot -
Using Game Center on your Mac or iOS device

Specifically -
If you can't sign in to Game Center or stay connected, follow these steps:
- Make sure that you're connected to the Internet.
- If you can't create an account or sign in to Game Center from within a game, try to create an account or sign in using the Game Center app.
- Sign out of Game Center, then sign back in. If you can't sign in to Game Center with an Apple ID, reset your password or use another email address. To manage your Apple ID, go to My Apple ID.
- If you're using a Wi-Fi connection, make sure that your Wi-Fi router is configured for Game Center.
- If you can't sign in on a Mac, continue with the steps to resolve sign in issues.

Steps 2 and 3 in your list won't work because all I have is a blank white screen.
Do you have any other suggestions?

- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Reset all settings
Go to Settings > General > Reset and tap Reset All Settings.
All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.
- Restore from backup. See:
iOS: Back up and restore your iOS device with iCloud or iTunes
- Restore to factory settings/new iOS device.
If still problem, make an appointment at the Genius Bar of an Apple store since it appears you have a hardware problem.

Jan 12, 2016 6:21 PM in response to lllaassby DoctorJackson19,was having the same problem running 9.2 on iPhone 5s. Tried hard restart and it worked! Thank you! For anyone else, make sure to keep holding both buttons after it goes black, until the apple logo shows up, then let go
