It sounds like you are trying to access email at your providers website, but you are prevented from doing so because the Popup Blocker is enabled. You can disable it in the same place this article says you can enable it:

Block pop-ups on webpages
- Open Safari if it is not already open.
- Choose Safari > Preferences, and then click Security.
- Turn on “Block pop-up windows.”
