iPhoto is used to manage and edit photos that have been imported into an iPhoto library. But an iPhoto library cannot be stored on a NAS; it needs to be stored on a directly connected drive, formatted MacOS Extended (Journaled).
This also hold for iPhoto libraries, not only Aperture:

Aug 24, 2014 12:33 AM in response to sparkyruddockby Terence Devlin,1. iPhoto is a database. It cannot do anything with images that are not imported to the Library.
2. The images may be stored anywhere, including on the NAS, but iPhoto lacks the tools to manage files stored outside its library package and so running in that mode is best avoided.

3. As Léonie says, iPhoto cannot have the Library on a NAS.
4. Therefore you need another app or a different file storage arrangement.
